About

The Transition process moves any system element to the next level in the physical architecture. For the end-item system, it is the process to install and deploy the system to the user in the operational environment. The end-item system may need to be integrated with other systems in the operational environment, honoring the defined external interfaces. In this case, the Transition process needs to be performed in conjunction with the Integration process and Interface Management process for a smooth transition.

Activities

Early planning for system transition reduces risk and supports smooth delivery and rapid acceptance by the system’s end user. Transition considerations should include, as appropriate, end-user and maintainer requirements, human systems integration (HSI) and training, deployability, support tasks, support equipment and packaging, handling, storage and transportation (PHS&T). Part of the Transition process is ensuring that each site is properly prepared for the receipt, acceptance and/or installation of the system.

The Transition process includes maintenance and supportability activities for the deployed system and its enabling system elements, as well as a process for reporting and resolving deficiencies. The DoDI 5000.91, Product Support Management for the Adaptive Acquisition Framework, Section 4.3. requires that sustainment and support planning be documented in the LCSP, which is required for all acquisition programs and reviewed before Milestones A, B, and C, as well as the Full-Rate Production Decision Review (FRP DR).

Roles

The Program Manager (PM), Systems Engineer, and Product Support Manager oversee all transition plans and activities required to install or deploy the end-item system, and associated enabling system elements, to the operational environment. The Systems Engineer leads engineering efforts to correct deficiencies found during transition and fielding. PMs should ensure all deliverables, particularly documentation (i.e., drawings, tech manuals, etc.), have been received from the contractor and made available to the activity responsible for sustaining the system through disposal.

9-1-1: Document system element(s)/end item preparedness for delivery or deployment
  1. Identify any special transition requirements in accordance with transition plans, transition-related agreements, product specifications, and design documents.
  2. Determine the type of transition to be accomplished: (a) integration of system elements to the next level in the physical architecture or (b) provide end item to the user.
  3. Determine how the characteristics and form of the product will affect transition planning and required enabling services.
  4. Assess readiness for transition of enabling products and services and other required products.
  5. Verify system element / end item integration with other systems and interfaces, and verification / validation actions required to move the system element to the next level.
  6. Document proof of product integration, verification and validation.
  7. Obtain operations, user, maintenance and training manuals, as well as installation instructions and authorized hazardous materials usage lists, as required.
  8. Obtain user and maintenance training modules.
  9. Document system element(s) / end item preparedness for delivery or deployment.
9-1-2: Deliver system element(s) for integration at the next level of the physical architecture.
  1. Identify and obtain the system element(s), documentation, and enabling products and services for integration at the next level of the physical architecture.
  2. Verify the system element(s) is kept in suitable storage facilities under conditions to protect, secure, and prevent deterioration until the integrator is ready to receive it.
  3. Review proof of verification and validation documentation, and document any discrepancies in verification and validation.
  4. Perform site survey to determine issues and needs related to delivering, storing, installing, and preparing integration site for receipt and system element(s) integration.
  5. Acquire and put in place enabling products needed to support integration site preparation.
  6. Prepare site(s) where the system element(s) will be integrated.
  7. Acquire and put in place logistical enabling products and services to provide support for integration of system element(s)
  8. Submit system element(s) with required documentation to the integrator at the next level in the physical architecture.
  9. Issue operations and maintenance manuals, installation instructions, and other information for the system element(s).
  10. Verify necessary training for integrators, operators, maintainers, and other support personnel is scheduled and resourced.
  11. Verify acceptance from the integrator of delivered system element(s).
9-1-3: Verified acceptance of end item delivered to the user
  1. Obtain the end item, documentation and enabling products and services, as well as the program materiel fielding plan.
  2. Verify the end item(s) is kept in suitable storage facilities under conditions to protect, secure, and prevent deterioration until the user is ready to receive it.
  3. Review proof of validation documentation, and document any discrepancies in validation.
  4. Perform site survey to determine issues and needs related to delivering, storing, installing, and preparing user site for receipt and end item use.
  5. Acquire and put in place enabling products needed to support site preparation.
  6. Prepare site(s) where the end item will be installed, stored, used, maintained, or serviced.
  7. Acquire and put in place logistical enabling products and services to provide support for end item use, operations, maintenance, and disposal.
  8. Provide directions for delivery of end item with required documentation to the user.
  9. Verify proper installation of end item in the end user’s operational environment.
  10. Verify provisions for parallel operation of the new end item and legacy systems, if needed.
  11. Issue operations and maintenance manuals, installation instructions, and other information for the end item.
  12. Verify necessary training for users, operators, maintainers, and other support personnel is scheduled and resourced.
  13. Document user acceptance of the delivered end item.
